National Center for Policy Analysis
From: NewsTrove.com

"John Kerry's proposals to raise taxes on the wealthy will do far more harm than good because they will drive up the cost of capital and reduce incentives to produce, says economic policy and political commentator Jack Kemp. Kemp says rolling back the tax cuts for the wealthiest Americans -- those who make more than $200,000 a year, including roughly 70 percent of all small businesses -- indicates a poor understanding of economics: Lowering the tax rate serves to increase total tax revenues -- not decrease them -- because the wealthy are given incentives to produce more and refrain from sheltering their incomes."

"(August 10, 2004) — ALBANY - As school districts prepare fall tax bills, lawmakers scrambled Monday to finalize a $750million increase in education funding, the only part of the overdue state budget that New York's top three leaders agree on. In Rochester, the district is getting an increase of 8.4 percent, bringing the total aid to $319,452,973 for 2004-05 - $24.8 million more than it received for 2003-04. But that still leaves the district $8 million in the hole, said Henry Marini, the district's chief executive officer for business services. "Everything is going to be examined," Marini said about ways to close the $8million gap."

"| How does a candidate go about getting nearly a majority of the votes while advocating a tax program that will overwhelmingly benefit a tiny, super-wealthy elite? As the invaluable All The President's Spin, a new book from the editors of Spinsanity.org, ably documents, you mislead people. You say your plan will benefit all taxpayers when, in fact, the millions of workers who pay no federal income tax but do pay payroll tax get nothing at all. You say that under your plan "a single waitress supporting two children on an income of $22,000 . will pay no income tax at all," when such a person already pays no income tax."
