"The Texas Senate began building a school finance and property tax repair bill piece by piece Monday, starting with a short bill that concentrated on the education side of things and had nary a mention of taxes in it. As the week goes on, the hope is to add the more controversial elements: giving the share-the-wealth plan a makeover or a ticket out of Texas, cutting some taxes, raising others. By Thursday or so, senators hope to have a completed bill.
