However, GOP lawmakers conceded they still had to work out a number of sticky details that derailed an effort to pass the measures before Congress went on its extended summer break.
A deal to extend the measures for two years evaporated in July when the Bush administration insisted Congress should approve keeping the tax breaks on the books for another five years."
